Go onto the beach and use surf keep on going up and miss the girl in orange keep on going until you reach a small beach go up through the trees and find some grass. Jigglypuff are quite common there so hope to find a girl one to breed and from the egg you'll get a Igglybuf. Evolve Jigglypuff with a moonstone to get Wigglytuff.
