Also known as a "blasting machine". It is a box that sends an electrical charge to explosive device such as dynamite or C4. There are a few variations. The older variations have an internal generator that is spun either by a toothed shaft and gears on a T-shaped plunger handle or a simple crank. Newer versions simply contain a battery and a momentary contact switch or push button.
It is in Tomb Raider II, it is in the level Bartoli's Hideout. It is used to activate the detonator that blows up the building containing the Jade Dragon Secret. Within the level, it is found inside a hut next to the library, you must escape through the library's only accessible upstairs window to get there, then you must jump into a pool of water, climb out and go into the hut. Kill the Gunner inside and collect the key from the table.
It does exactly what it's named for; an explosive that releases a devastating shockwave of thermal energy--heat--that pretty much immolates whatever's unlucky enough to get caught in the blast. A bit like a REALLY powerful grenade.

No, an explosive typically requires a detonator or some other form of initiation device to trigger the explosion. The detonator provides the necessary shockwave or heat to initiate the chemical reaction within the explosive material and cause it to detonate.
