The phrase, not the doll was introduced by Ernie Pyle, the famous war correspondent. GI meant Government issue- uniforms, Jeeps and the like- Joe- a familiar man"s name. there was a movie called the Story of G.I. Joe which was really about Mr. Pyle, and not the soldier doll. Pyle was killed in the Pacific theatre of the war, so did not live to see his conception become a toy. that's the etymology.
