You don't need an action replay code. Once you beat the elite four, look at your map. A new square should have opened up near hearthome. Go there and you will find a seceret lake. Go into the turn back cave at the bottom of the lake and wonder around it's many rooms. Eventually you will find a level 70 giratina.
