The capitol Highjacked Peetas memory with tracker jacker venom, making him believe Katniss was evil. So every memory of them together had been altered and "Shiny". He had so much hatrid for katniss that he was terrified by her lightest touch to his head, And he was so confused and went from Trying to kill her to Trying to be nice and cope.
the main conflict is that katniss is trying to get peeta out alive. katniss is the face of the rebellion and she figures it would be better if she were dead rather than peeta. during the game the arena is destroyed, but some of the tributes still survive.

I can think of a couple of good answers. 1. Because a rebellion was getting started among the districts, and it was spreading like 'fire'. 2.
