No it does not. After the American invasion, the Baathist party apparatus and anything affiliated with it, including the army, police services, and the bureaucracy in general, were disbanded. This process was known as debaathification.

Yes. However, most Iraqis perceive that government as being a British puppet government as opposed to a free and independent state. Most Iraqis claim independence in 1954 when the Kingdom of Iraq was replaced with the Baathist Republic of Iraq (which survived until 2003).
Similar to any people living under a totalitarian regim, Iraqis were required to be members of the Baath party (or otherwise face the worst at the hands of the infamous mukhabarat). It was part of the Iraqi identity that the Saddam regime tried to enforce. Al-Musawi resigned from the Baath party shortly after leaving Iraq in 1991 (when his brother, Aziz Assayed Jassim, was kidnapped and later executed by the mukhabarat).

It was conquered by Rome in 27 B.C, and remained a province of Rome until ~ 400 A.D. It remained under Visigoth control until 634 A.D. when the Muslims overran it. The Muslims held it until Ottomans took Egypt in the 1500s. The British conquered the Ottoman Empire at the end of WW1, holding Egypt until independence was granted in the 30s. The final government started with a Baathist revolution in the 50s. If Egypt is the oldest it lasted: 6000 years If it's China, it lasted: 4600 yrs.
