A Jabberjay is a muttation bird bred by the Capitol to eavesdrop on Rebel conversations during the war. They would spy on the Rebels, then return to the Capitol and repeat what they heard. After the war, however, male Jabberjays bred with female Mockingbirds to create the Mockingjay.

Jabber Jays were a creation made by the Capital in the early days before The Hunger Games existed that could imitate voices and specialized in torturing people by sounding like a person whom that other person cares about and they can make the voice sound like it's screaming or being tortured. They were supposed to be a temporary thing, but they bred with mockingbirds and therefore created Mockingjays

In the second book Catching Fire, Katniss describes them to look like a mockingjay of sorts. They have black and white colors. The top part of them are black the underside is mostly white.
