To be honest, you should evolve Eevee as soon as you get it. The only moves that only Eevee can learn are Growl, Baton Pass, Take Down, Trump card and in some cases, Bite.
Evolving Eevee early means that Eevee can learn its evolution's exclusive moves (like Ember for Flareon) that are learned at low levels (Ember is learned at level 15).
The only downside to early evolution is that moves are learned at higher levels.

No. Eevee DOES evolve. In fact, Eevee is even known as the Evolution Pokemon in some PokeDexes. Depending on the game, it can evolve either into 5 or 7 forms.
- Jolteon (when exposed to a Thunder Stone)
- Flareon (when exposed to a Fire Stone)
- Vaporeon (when exposed to a Water Stone)
- Espeon (when leveled up past Lvl 20 during the day. Must be very happy)
- Umbreon (when leveled up past Lvl 20 during night. Must be very happy)
In some newer versions of Pokemon, such as Pokemon Pearl or Diamond, it also can evolve to:
- Glaceon (when leveled up past Lvl 20 by the Icy Rock, which is located on the Route to the left of Snowpoint City)*
- Leafeon (when leveled up past Lvl 20 by the Mossy Rock, which is located in that forest)*
In order to make Eevee enough to evolve, just keep it in your Party Pokemon and walk around with it. Depending on the game you're playing, there are different ways to tell when it becomes happy enough to evolve.
*I am not sure if Eevee has to be happy to evolve into Glaceon or Leafeon
