I may be wrong but during WWII the government used to give out barbiturates to the soldiers so that they're respiratory and circulatory system would be less active and they wouldn't suffer from heat exhaustion. The pills were aptly nicknamed "goofballs" for the intoxicating effect they had on the soldiers. I do believe that is where the expression comes from, A person who you would call a goofball is someone who is acting silly as i they were under the influence.
