When you surf at the thin strip off the coast of Cinnabar, that strip doesn't have its own data for what Pokemon are supposed to be in it (for some reason). It just loads whatever "Pokemon List" from where you were at last time. So it loads the Pokemon List from the place where your name is stored, and depending on your name, different Pokemon will appear, although one of them will always be Missingno.
