Questions about an items worth can usually be answered by looking up the item on the Shop Wizard or Trading Post. In this case the item seems very rare. I would advise putting the item up for trade for offers and neomailing collectors. The item database on Jellyneo has it at 125k but that seems rather low considering how few seem available.
Sadly, the Usuki Playsets are just toys for now, but maybe in the future we will be able to put clothes and hair on the Usuki dolls and change the outfits. For now, play with them as you would any other toy on Neopets.

To get items from the Snowager in Neopets, you need to sneak up on it while it sleeps and attempt to steal items. Use stealth by clicking on the "Sneak" button, and if successful, you can grab an item without waking the Snowager. However, if you wake it up, it will chase you away, and you won't get anything. You can try this once every 12 hours for a chance to snag some loot.
It's impossible to changed the NST on Neopets. NST, which stands for Neopets Standard Time is based on the time in which Neopets runs, which, I believe, is Pacific time. If it doesn't match the time in your time zone, don't fret. NST cannot be changed, and you must follow it to do dailes, such as the Snowager of the Tombola.
