Same as usual - reduce it to as low a HP as possible, and inflict a status condition on it like Sleep or Paralysis.
Note that Ho-Oh has the joint lowest capture rate of any pokemon, meaning even if you reduce it to 1 HP, put it to sleep, and use the best possible pokeball (not including Master Balls), there's still a good chance it will break free, so keep trying again and again.
