An Up Grade is an item made only to evolve Porygon into Porygon2. You use it by equipping the item to a Porygon, then trading the Pokemon to another game. Once it arrives on the other game, it should evolve. Porygon is unobtainable in Fire Red and Leaf Green so you have to trade it with either Ruby, Saphire, Emerald, Collosium or XD So really it is worthless having a Up - Grade at all if you Know what I mean so sell it! It's a guarantee that it is woth alot of money.
you are right about giving it to Porygon but it is obtainable in Fire Red and Leaf Green, you simply go to the game corner in Celadon (I think) and buy a ton of coins (or win them) and get Porygon as a prize.
