They are basically the same thing - rare Pokemon with different colors.
"Shining" was the first term used, clear evidence for this are old TCG-cards featuring 10 shining Pokemon which had the word "Shining" before a Pokemon's name, for example a "Shining Charizard.
"Shiny" is said to have arrived from fans of the Pokemon franchise in connection to the game boy games. Shiny has also been used in the anime.
Shiny was however an unofficial English term until it got mentioned in Black & White games.

It's very hard to find a shiny Pokemon but if you use the PokeRadar and go to the shining patch of grass (if there is a shiny patch) you just might find one but don't get your hopes up 'cause I tried that many times and I never got a shiny Pokemon.
