The Dead Marshes is an area of swampland that was the site of the ancient Battle of Dagorlad during the Last Alliance of Elves and Men, who fought against the forces of Mordor. The battlefield was the final resting place of many of the fallen and overtime the site become marshland, which swallowed up the dead. However, many of their bodies (and supposedly their discontented spirits) can still be seen floating in the water.
