It's when you get connected to the Wi-Fi and you can trade with anyone who connects to Wi-Fi. There is the GTS and GTS Negotiations. GTS is where you can trade about any Pokemon you want, but they would ask for hard Pokemon at most times. (Most on Reshiram/Zekrom at level 9 and under.) GTS Negotiations would let you advance search on what kind of Pokemon you want and ask what level. It'll search a trainer for you to trade with.
