well yeah. Rick hasn't mentioned writing another camp half blood book based on the prophecy but there will be another camp half blood book. Rick did say it was going to have some characters we know. They will appear again.
The Big Three's pact is made so that they can prevent the Great Prophecy from coming true. The Great Prophecy is that a child of the greater gods will determine the fate of the gods(the world really) when the kid turns thirteen. The kid will cause the uprise or the downfall of the gods.
"The big deal" is that it's what prompted Voldemort to go after Harry in the first place. The prophecy speaks of an enemy with powers to match the Dark Lord's -- that's Harry. Voldemort attacked Harry because of the prophecy, because he believed that the person of whom the prophecy spoke was his one and only threat. No prophecy=no Harry Potter books. ;)

No. Sorry. But, there will hopefully be a whole other series about Camp Half-Blood. Rumors say that it will be about a whole new set of half-bloods. Percy and his friends will be counselors and trainers and the new main character will, of course, follow the Next Big Prophecy in The Last Olympian.
