Yes. It transforms into it's sky form when you get the gasedia flower in Flouroma Town. You have to go near one of the houses, and there will be a girl with blond hair. Talk to her and she will give you the gasedia flower for Shaymin's transformation. Though, you can not do this in Diamond and Pearl. It only works in Platinum.

∙ 14y agoYes...in Pokemon Platinum only though. You get some item called the Gracidea flower. Make sure you have Shaymin in your group then go to floraroma town there you will see a blond haired girl in the center of the city she will offer you the flower. In Floroma Town, talk to a girl, and she will give you a Garceidia Flower.

Any Shaymin can, it's more a matter of getting the Gracidea. To do it legitimately, you need to obtain the special event Shaymin from the movie and talk to the lady in the center of Floaroma. Actually no you can't. I have multiple Shaymins, one from the event, and the Gracidea flower doesnt work on the non event Shaymins. I tried it myself.
