the mass outbreak is when there are many Pokemon of the same species in 1 place like tons of lickitungs. You can only get mass outbreaks when u get the national pokedex (by beating the elite 4 and seeing all 150 Pokemon). To see where the Pokemon are head to sandgem town and then go to the house south of the Pokemon center. Then talk to Dawn's little brother or sister. They will tell you where the outbreak is (on which route or place). The outbreak changes every day so you should check every 24 hours. hope this helps =)
