Staraptor learns brave bird at level 49.
As of Generation VI, Pidgey, Zubat, Doduo, Mrukrow, Skarmory, and Taillow can learn Brave Bird as an Egg Move. Their father has to be Farfetch'd, Taillow, Swellow, Starly, Staravia, Staraptor, Ducklett, Swanna, Rufflet, Braviory, or Talonflame.
It doesn't learn brave bird. It only learns sky attack.

You need an HM to get rid of it. It's HM05 Defog, which you can get from the first guy on your right after you enter Pastoria City's Safari Park (The Great Marsh). Also, I think only Bird Pokemon can learn it.
At level 63, Braviary can learn Brave Bird.

Brave Bird is not a TM in the game. Some Pokemon, mostly Flying-type Pokemon, can learn the move by level up and/or by breeding.
It is possible for some animals like the mocking bird or a parrot. But not all animals can mimick human speech.
It cannot learn Brave Bird in Pokemon Ruby, Sapphire, or Emerald.
There are a lot of Pokemon that can learn these moves. Bird-type Pokemon (like Swallow) should be able to use Cut, and fight-type Pokemon (like Machop) should be able to use rock smash.
Pidgey doesn't learn it unless you breed it with a pokemon that knows Brave Bird, i suggest you use a Fully evolved Staraptor, that knows Brave Bird, Staraptor learns it at level 37
