However, I would say that the denouement is when the games are over and Katniss has realized that President Snow is angry with her for outsmarting the games, and that she is still in danger, even out of the arena.

If you are talking about the whole series (or the ending of Mockingjay), the denouement comes in the epilogue when Katniss and Peeta learn to live with the terrors of their past, create a book with pictures of those they want to remember, and have kids who they love dearly yet desperately want to shade from the horrors of the human race.
