The differences between Pokémon AshGray and Pokémon Lightning Yellow are AshGray is based on the anime while Lightning Yellow is based on the original Pokémon Yellow video game, another difference is that in Lightning Yellow Professor Oak has you borrow one of his Pokémon in order to catch Pikachu while Pikachu is the Pokémon that you have to start with in AshGray and another difference is that Lightning Yellow has the ability to access online functions while AshGray can only function as a single player game with no online functionality.
In red, you can only catch certain pokemon. In yellow, it's supposed to be a more complete version of red and blue, and in yellow, you encounter Jesse and James from team rocket. In addition, you start off with Pikachu, and later on you get the 3 original starters.

Not officially, but there is something similar: Lightning Yellow is a Remake of the original Pokémon Yellow for PC. It is created using RPG Maker XP and the Pokémon Essentials starter kit.
It is very hard because it is a starter Pokemon and the only starter you can get is pekachu so trading from another game is the best idea. That is what I found as the answer before, but if you're playing the Lightning Yellow that I am, you can only catch Bulbasaur in one patch of grass in Cerulean City. It's right below a house.
In Pokemon Yellow, You can find a Charmander north of Cerulean City. Pass the Nugget Bridge, and talk to the guy in the north west corner. He will say he is a bad trainer, and he wants you to take care of Charmander.
