I stumbled upon raikou when at Lake of Rage. I failed at capturing it, but it was put into my Pokedex. If you haven't found it yet, there is no real easy way I know of to find them. If I were you, I would just rely on luck. I stayed inbetween Ecruteak and Violet city's and kept on going from Route 36 to 37, and while doing so, checking my pokedex for where Raikou was. Eventually, he was in the same place I was. Go into the grass and most likely, he will be there. He is rather difficult to capture, so I would get a custom made ball from Kurt in Azalea Town, making it alot eaiser on you. If you didn't already know this, you don't find Suicune roaming around Johto in Crystal Version.

Only for the legendary dogs. For Zapdos, Moltres, Articuno, Mewtwo, etc. you don't need to.
