Raikou is found at east of Vermilion City, go to route 11 run through the patches of grass and you should find it there, or in the power plant where zapdos is standing too. It's what's known as a "roaming Pokémon" in Kanto after you beat the Elite Four, meaning it is random. (Note: You have to choose Squirtle as your starter).
