Method 1)
Depending on how many pokemon you've caught and how far you are in the game, one of the professor's aides that is located in the upstairs of a bypass will give you an exp.share. Make the magikarp hold this item and battle with one of your other pokemon.
Method 2)
This is the simpler but longer method. Make your magikarp appear first in your pokemon team. As soon as you enter a battle, change pokemon to another pokemon in your team, and kill the pokemon you're fighting against.
Depending on which way you choose, your magikarp will receive half the exp. points for the pokemon you kill.
