I'd say go catch or use thief on bulk chanseys until you get a lucky egg which raises exp points to nearly 50 % and battle away!!!!!!
If you have an action replay you can go to the replay code menu and select super xp then go to tall grass and encounter low level Pokemon. the first Pokemon in your party comes up and you switch to the second then it comes out then the third. the forth, fith and sixth
on your sixth Pokemon kill the defending Pokemon and when it says "wild starly fanted" hold down "R" and all of your Pokemon will get 9999xp.
Make the pokemon you want to level up hold an Exp. Share and keep it LAST ON YOUR TEAM, that way it’s always protected against moves like Pursuit that can instantly kill it when you try to switch to a stronger pokemon.
Fight trainers first!!! This is important when leveling weak pokemon!!! Trainers will have stronger pokemon than ones you’ll find in the wild and even if they were the same level, trainers will give you more xp than wild pokemon.
If no trainers are available, fight wild pokemon or use a Vs. Seeker if you have one. Sometimes trainers won’t want a rematch, in which case you’ll have to wait until later, move to a different area, or just run around in grass until you find wild pokemon. When using the latter method, go to a route with the strongest wild pokemon you can encounter.
If you’re tired of splitting xp by keeping your weak pokemon in the back, you can put it at the front so it’ll be sent out first. This method does not come without risk though. While the weak pokemon will gain 3/4 of the total xp, you’re putting it at the mercy of moves that will hit it before it can switch or as it is switching, such as Pursuit. Worse is that these moves grow stronger when they hit a switching target, so your weak pokemon is almost guaranteed to die and it won’t receive any xp. You’ll have to head all the way back to a pokemon center to heal it.
If you don’t have an Exp. Share, the switch method is your only option. If you have a Revive and your weak pokemon dies, you can use that Revive before the foe is taken down by one of your stronger pokemon and it’ll still get some xp, but its friendship/happiness is lowered by 1 each time you let it die (so if you’re trying to evolve a pokemon under the condition of high friendship it’ll take longer) and if it’s holding an Exp. Share, it’ll only get half the xp instead of the 3/4 it was supposed to get.
Just a fun fact about letting your weak pokemon die and thereby decreasing its friendship, when it is finally strong enough to take down a few enemies on its own stead without having to immediately switch (have it hold an Exp. Share to gain extra xp by fighting on its own if possible), it’ll be less likely to hurt itself if it gets confused. Weak pokemon need to keep their HP up as much as they can to reap the benefits of fighting by themselves, so take heed of this high friendship bonus as it is extremely useful.
There is the pokemon day care but you’ll level up a lot faster by keeping the pokemon on your team and using the above methods.
Just battle Pokemon in the wild or other places
Leave two of them in the Pokemon day care and then give one the exp. share and go fight loads of pokemo then go back to the day care and your Pokemon would have leveled up.

There is no way to catch a wild Torchic in Pokemon Platinum. The only way to get one in Platinum would be to transfer from the Generation 3 games (Ruby, Sapphire or Emerald) where it is a starter Pokemon.

There is only one way . youre Pokemon has to learn it at a certain level . there is no TM for sky attack.
