There is no greatest, exactly. Each is useful, and at high enough level, all are powerful. One of the strongest, and my favorite, is Mewtwo, but largely this question is a matter of personal opinion.
Just my opinion.
I think its really a toss up between either Feebas or Magikarp.

NO WAY Mew is THE strongest ever he/she can use any move in the WORLD including roar of time! Eventuallly Mew learns me first and metronome. metronome uses any move. Me first intercepts the foes move sending the same move back 2x stronger first.lets say u fight palkia and palkia uses spacial rend but mew uses me first, mew goes first and uses spacial rend even stronger then palkia!

Arceus was not the creator of all Pokemon ..... it was mew. Mew created all Pokemon and mew has all the Pokemon DNA in him/her self. So I think mew is the greatest of them all.
