But it's actually Arceus, by cheating, you can get the Azure Flute, go to Spear Pillar, and all that Hall of Origin.
It takes... a lot of luck to even get it in an ULTRA ball... so Masterball comes in handy. If you used your MB, then... you'd better have Level 90 Pokemon or higher to try to even conquer the beast.
Arceus have Refresh (evil!) and Recover (even more evil!) moves that will annoy you.
Then again, I'd compare this guy with Darkrai.
And even Eevee! So whether or not you choose to listen to me to experiment or not, this is by far the most opinion-based question out there. So experiment and look up catch rate details to see for yourself, maybe on Bulbapedia.
