Yes he was. He had just found out that the beast lives within and was going to tell all the boys. But the boys were having a feast and partying. When he comes out of the jungle, the boys think he is the beast and stab him to death, everyone takes part. The next day everyone realizes it is Simon; yet no one will admit it was. :)

Simon has very little interaction with the littluns other than picking fruit which they cannot reach as he passes though a group of them on his way to his 'secret place' in the jungle. Essentially Simon is a loner but what contact he has with other boys tends to be with the bigguns, in particular Ralph.

He sees Simon's collapse as an opportunity to further stoke fear among the boys and assert his dominance over the group. Basically that "the beast" isn't something they can hunt or kill but an evil force inherit to the boys. It also tells Simon that he won't be able to escape and he will only find the beast among the other boys. Which comes true when the boys later kill Simon.
