What is the problem and solution to the book Catching Fire?

the repeat games end (sort of). katniss and finnick are picked up by some people who want to destroy the capitol. johanna, peeta, and enobaria are captured by the capitol. katniss learns that peeta has been captured and freaks out at haymitch. then, while she is recovering from the games, gale comes to tell her he got prim and her mother out, but that there is no district 12 left.

the people of Panem are rebelling against the capitol after Katniss cheated them out by bringing the berries out in the Hunger Games. In other words, she started the rebellion all because she broke the rules of the games by coming up with the idea of both her and Peeta committing suicide towards the end of the games. Practically, the book, Catching Fire, is all based around Panem rebelling and the Districts. Both Peeta and Katniss go back into the Games along with the other winning victors and play once again. It's somewhat confusing, but it's definitely worth reading!

Ps; a little spoiler, Peeta proposes to Katniss.

Attention SPOILERS BELOW:

The Rebels ( Haymitch, Plutarch ect.) come and save Katniss, Beetee, and Finnick from the arena, and take them to District 13. But, Peeta and Johanna are captured and taken to the capitol because they still had their trackers in while Johanna took Katniss' out. Since Beetee and Finnick were so close to Katniss, they could easily be resuced by the Rebels.
