What is the quality of life for the family in 'The Hunger Games'?

Very poor. After Katniss' father died they had no income and so nearly starved to death which lead to Katniss taking up illegal hunting. Some of the food she keeps so her family won't starve, the rest they trade for other items they need. They live in a run-down house and they don't have electricity throughout the day. Due to the lack of food they are very thin and they don't often get new clothes so their clothes are worn.
