Examine the TV, and when it asks you a question, say yes, and Rotom will pop out of the TV at Lv. 15. If you want to catch it, a Dusk Ball is recommended since it triples your chances of catching during the night or in caves. You do not need to do any crazy stuff like running around the mansion while pressing A on statues, just examine the TV at night.
You also find an item called "Old Gateau" which heals all the status problems of a Pokémon.
