Sp attack is Special Attack. The greater a Pokemon's special attack the more damage will be done when using a special attack. If you go into a Pokemon's summary screen and look at the moves screen and select them with the stylus the red and yellow symbol is a physical attack and the purple wave looking one denotes a special attack.
If there are not X Special Defends in that game, it raises Special Attack AND Special Defence. If there are X Special Defends in that game, then it just raises Special Attack.

Unless another card specifically denies the attack or if it was Special Summoned AFTER the Battle Phase, then yes the Special Summoned monster may attack.

In order to kill or faint Giratina, you have to attack it however the quickest option to knocking it out would be a dark-type attack however I would recommend to try to use a normal-type Pokémon that can learn a dark-type attack because then Giratina's Shadow Force attack won't work.

giratina because hes got higher hp and my giratina when he uses shadow force when some thing i supposed to hit it giratina avoides the attack and bugers them up so yaa definitely giratina. :)
Which? You mean origin form and normal form? Origin form has more attack and special attack, normal form has more defense and special defense. i cant tell htere both very strong i sometimes think arcues because of his attack judgment and sometimes giratina because of his attack Draco meteor 60% giratina 40% arcues . and by the way i have all games of Pokemon finshed all of then even platinum so belive me . i think giratina is stronger than arcues!

I don't think you should teach Draco Meteor to any Pokemon because it lowers the Pokemon's Special Attack and if you want to be powerful carry an extra TM to replace that move.
