That's the bit of Voldemort's soul inside Harry! The baby is what Voldemort would be if he dies. Harry and voldemort where both in that limbo between life and death at that moment. That's why Voldemort fainted too.

Just before the King's Cross chapter begins, Lord Voldemort hits Harry with a killing curse. Harry goes off into the dream sequence with Dumbledore where he comments that they can't help the whining baby. When Harry returns, he realizes that Voldemort had possibly been unconscious as well as demonstrated by the Death Eaters huddled near Voldemort expressing concern, Voldemort slowly getting up, and the lack of attention at that moment being paid to Harry.

So presumably, Voldemort was also transported to King's Cross at the moment he 'killed' Harry, where his representation is that of a weak, sickly child that nobody wants.

The bit of LV soul that was part of Harry now separated LV killing curse. I would assume that the crying would be it's death wail.

Answer - possibilityI think it was Voldemort. He was "unconscious" while Harry was dead so he could of been in the same place. Harry later mentions in their duel that Voldemore should try to find some remorse because "I've seen what you'll be otherwise..."

I believe it is the part of the soul that Voldemort left in Harry the night he killed Harry's parents.

ANSWER

it is the state that Voldemorts soul is in currently he maimed his soul by dividing it and Dumbledore says Harry cant help yet Harry tries at the end when he tells Voldemort that he needs to try for some remorse in book 6 it says that the only way to repair the soul is to feel sorry for what you have done and since Voldemort will never feel that and Dumbledore knows this he advises Harry not to try
