It is Mewtwo. He is the highest Tier'd Pokemon available in the game without trading. Mewtwo's special attack and speed are its greatest assets. Train him accordingly with possibly this moveset {Psychic, Thunderbolt, Shadow Ball, Ice Beam} and he will sweep the opposition. Can also add Calm Mind to boost his special attack.
I think it is mewtwo or mew or one of three starter legends.
It is mew as mew can learn any attack and if trained to a high level, it is awesome.
The STRONGEST Pokemon in the game, if you are reffering to the ATTACK stat, is not Mew nor Mewtwo, but Dragonite and Tyranitar (MAX 403 ATK), followed by MACHAMP, KINGLER, URSARING, FLAERON (max 394) and so on. Other than that, I agree with the above.

Articuno:ice flying pro
Zapados:electric flying pro
Moltres:fire flying pro
but remember all Pokemon are strong...you just have to train 'em right

Strongest as in most POWER is Dragonite and Tyranitar (Bot max atk of 403).
I would say that the strongest Pokemon on Pokemon fire red version is tyranitar because of his amazingly high attack stat and his devistating moves like hyper beam, earthquake, rock slide, and many others.
FINALLY someone that understands! But you forgot to mention Dragonite with it's equally high ATK stat (Max 403), and moves like Hyper Beam and Outrage.

Hoenn= Blazeken,Camcrupt and Torkoal
Jhoto= Ho-oH, Entai and Typlosion
