I don't see why not. Say it's a party theme and you choose the civil war, people could dress as worn out, tired, confederate or union soldiers, civilians, slaves, etc. And you could decorate with sand bags (that they use for making a wall/fort, foggers to seem like smoke from cannons, fake cannons, hand out fake bayonettes or muzzeloaders (wouldn't let people bring own), flags, fake blood, etc. It would be a bit nuts, but the point is war can be a theme of anything. A party, a movie, a book, etc. It is only a theme if it is a recurring point.
