There is no time capsule in Pokemon Pearl version. It's only in Gold, Silver, and Crystal. You can still trade Pokemon through the Union Room or the Global Trade Station in Pearl version, though. :)
The Time Capsule is a system that allows the player to trade Pokemon from Gold, Silver, and Crystal to Red, Blue, Yellow, or Green (Japan).
In order to use it, you must first meet Bill at the Ecruteak Pokemon Center, then wait 24 hours. The machine is found on the second floor of every Pokemon Center.
There are limitations of course: You cannot have any Pokemon introduced in Gold, Silver, or Crystal in your party. Nor can you have any Eggs in your party.
And no Pokemon in your Party can know a move introduced in Gold, Silver, or Crystal.
Of course you'll need a link cable and either Red, Blue, Yellow, or Green (Japan) and a sytem to link to.

Time capsule... Pokemon / moves from Gold / Silver / Crystal and newer do not transfer back though. So the answer is yes. It is a long time before the capsule is available though just as a fair warning. You can transfer all Pokemon TO G/S/C and newer, and if it existed then you can trade it back (Pokemon like Ghastly and Rattata)
There should be a time capsule in Pokemon crystal, Bing search (forget google) on how to use it, you need a gameboy advance/color connector cable and two gameboy advances or colors.
Moltres can't be found in Crystal. If you want it in Crystal, you'll have to use the Time Capsule or you could get it from an event in the past. You can find Moltres at Victory Road in Red/Blue/Yellow.
