In my opinion, i think the grass starter is the worst, and the fire starter is the best.
There isn't a worst pokemon. You might think caterpie or something by you can level it up and not evolve it and it can be like level 50 or something and it could learn like leaf storm or something so yeah.
If you want to definetely pick a good starter don't choose charmander because it will make your game very difficult the best starter is squirtle.
Edit by Revenwyn: I like to think of it as playing on Easy, Medium or Hard. Squirtle is the most obvious choice because Brock is the first gym trainer and he uses rock type. However Squitle is not effective against Misty at all. Bulbasaur is OK against both rock and water type pokemon though not ideal against either. Charmander is difficult to start out with, but if you level him with your others he is very necessary against Erika's grass type pokemon in Celadon City. You don't have a chance to catch a strong enough Fire type pokemon before that point- the closest you can get is a level 17 Vulpix (catching a level 18 gives a chance that it auto removed Ember because it earned a fifth move- I learned this the hard way.)
Anyway, I would start with Charmander, pick up the highest level Caterpie you can find and baby it until it turns into Butterfree. Don't catch a Metapod, as it has no attack except for Harden. Also pick up a Pikachu while in Viridian Forest. You will need it for Misty.
Butterfree's Confusion is effective against Brock's rock type pokemon.
Most people vote treecko as the worst pokemon, mainly because of its lack of a dual-type. However, they are all good in their own points, so whatever you pick will be a good choice. I agree with the 1st answer only 1/2 because mudkip is probably the worst because half of the gyms are water/ground's weaknesses and because May/Brendan will choose treeko and grass has super effectiveness on water and ground....................so probably mudkip and treeko aren't very good starters
All of the Starters are equally good. They all have they're ups and downs, despite any weaknesses they have to Gym Leaders.
For instance, Chikorita may be weak to 3 of the 8 Johto Gym leaders, and not very effective to a few others, its healing moves make up for it, Like Giga Drain and Synthesis.
Cyndaquil won't be weak to any of the Johto Gym Leaders, but only 3 of them have a weakness to fire, plus several of them have Ground type attacks. He also learns a Rock type attack called Rollout, which can be an asset to him.
Totodile is also weak to none of the Gym leaders, but gets his stronger attacks much later than the other 2. He learns both a Dark type and a Fighting type move later on also.
For another reference, here are all of their weaknesses.
Chikorita- Fire Ice Poison Flying Bug
Cyndaquil- Water Ground Rock
Totodile- Electric Grass
Chikorita by far. Along with its evolutions, all being pure grass types, it is weak against flying (first gym), bug (second gym), fire, ice (seventh gym) and poison (2nd elite four) moves. Against the other starters, it doesn't hold its own very well due to the Totodile family (like most water types) being able to learn ice attacks.
Also, it looks to be the ugliest and most irritating starter as well - in the anime, Chikorita and its evolution were shown to be clearly annoying in appearance and in voice (mainly with Ash's Bayleef).
Imo, like many other grass Pokemon (bellossom, cherrim, Roselia), Chikorita looks quite feminine in appearance, leading for it to be chosen mainly by rare girly girl gamers.
Then again, if the player is aiming for a gaming challenge, Chikorita would be ideal.

Trade one from ruby or sapphire or emerald.
Just breed your starter (It SHALL be a girl, with one of the same egggroup -_-' Or you can breed a Pokemon (No matter what gender is it, just do it!) with a Ditto, and then you will get a egg by the starter!
Blaziken is available in Pokemon Ruby, Sapphire, and Emerald. Blaziken is the evolved form of a starter available in those titles, Torchic.
The best starter Pokemon in Emerald/Ruby/Sapphire is Torchic. If you level it up well, it'll sail you through the first 3 gyms with ease.

The starter Pokemon for Pokemon emerald are Mudkip, Treecko, and Torchic. In my opinion they are the worst set of starters,and I highly recommend for you not to get this game, but I can't force you so.....yeah.

Mudkip is available as a starter pokemon in more than one games. They are Pokemon Ruby, Pokemon Sapphire, Pokemon Emerald, Pokemon Omega Ruby and Pokemon Alpha Sapphire.

You cant get a kanto starter on Pokemon sapphire but if you have Pokemon emerald then you complete the pokedex then you get a choice of starters from the johto region. I hope this helped.:)
