You need a Silver Wing and a Tidal Bell. I forgot where you find the Silver Wing but I do know that you obtain the Tidal Bell after you defeat the elite four. All you have to do is go to Professor Elm and he should say "Some kimono girls were looking for you" Then fly to Ecruteak City and fight the kimono girls. They should give you the tidal bell after you defeat them. Then one of their younger sisters will walk in and say she saw the giant bird like figure and the Kimono girls will leave for Whirl Islands,which is where you can then fight Lugia. Make sure to save first cause it's rather hard to catch.

To get the silver wing on heart gold, you need to have beaten the champion. Go to vermilion city in Kanto and head east (right). There will be a cave and a snorlax. Ignore the snorlax (that will come later in the game) and enter the cave. Go through it with a Pokemon that knows cut and you will be in route 2. Go north (up) and you will get to Pewter city. On a hill near the mart there will be an old man. He will give you the Silver Wing. Go to the whirl islands (with Pokemon that know strength, rock smash, and surf) and use whirlpool to go to the cave. Go down the cave and talk to that monk. he will let you in to find lugia.

∙ 12y agoclear bell and um er Lunar wing which in heartgold you can find if u visit pewter city. In soulsilver once you have got 2 the top of the radio tower and beaten Archer, the guy who runs the radio tower will give you the wing.
