Although Jellicent, Frillish's evolved form, is clearly based on a jellyfish, it's hard to tell what Frillish is. We can assume that Frillish is also a jellyfish, though it doesn't look like any kind of jellyfish I've ever seen. It also looks somewhat like an octopus.

Alternatively it could be based on a dinosaur, or even some kind of futuristic animal due to the torpedos mounted on its head. If you follow the evolution of Gible, it seems to support this theory, as its successors all have torpedos and futuristic/alien appearance.
