The government formed the Games after the rebellions to keep the districts in line. The point is to show how powerful it is by saying "look, we're so powerful, we can take your kids and make them kill each other, and you're so weak you can't do anything about it," like how a man might beat his girlfriend in an abusive relationship to get her to submit to him.
