Well Gale doesnt really show Katniss his feelings until the second book (mockinjay) where he suddenly kisses her and then later in the book tells her he loves her. It is also probable that he was going to tell her he loved her in the first book before the hunger games but was whisked away by the peackekeepers when Katniss was in custody.
