I'm guessing that's a typo! In the edition of the book that I have (black cover, mockingjay pin) Katniss shoots Cato's hand on page 409, and kills him out of pity on page 414.

On page 21 Effie had just called Prims name on the previous page a Katniss is in shock and is thinking about how shes done evereything to protect Prim
The metaphor "She was the spark that set the Districts alight with ideas" is found on page 159 of "The Hunger Games" by Suzanne Collins. In this passage, Katniss is referring to her sister Prim's innocence and impact on the rebellion.
