Yes, an English language version of Pokémon White can be played on a Japanese-bought Nintendo DS or Nintendo DS Lite however the English language version cannot be played on the Japanese-bought systems of the Nintendo DSi, Nintendo DSi XL and the Nintendo 3DS because the DSi and 3DS systems all feature region blocking features for games that have DSi or 3DS enhancements.

But once it is translated, then it will be released to other countries like The U.S., the U.K., Australia, New Zealand and so on. So whatever your language, there will be a version for you. (eventually)
