What level do raichu learn thunderbolt?

Unfortunately Pichu cant learn Volt tackle at any level. The only way to get it a Pichu have Volt Tackle is to have it hatched with that move. To do that you need to catch a Pikachu that's holding a Light ball, then catch a female and male Pikachu (if you dont already have one) or ditto, and send it to the Day care centre. It'll lay an egg and when the egg hatches, there'll be a Pichu tha knows Volt Tackle.
