Well, Drilbur evolves into Excadrill at level 31. So, you have to train Drilbur until he reaches level 31 and evolves on his own. Sadly, they don't make a stone to evolve Drilbur at the moment. (Since he is a Ground-Type). The only other thing you may be able to do is see if you can find a Drilbur to trade with one of your Pokemon. He will possibly evolve during the process.
