You can find it in the patch of grass to the right of Viridian City. Don't use Furegul though. Give it Rare Candies of the Exp. Share so it evolves into Metalgul at level 30. Because of a coding error, sending out Furegal will cause you to get a blue screen, and you will lose your save data.

∙ 13y agoThere's some kind of issue with the game's coding that freezes up the game when you send it out. Looks like you have to use EXP shares or Rare candies to level it up.
