Moths and butterflies represent transformation (caterpillar, to cocoon, to butterfly). The moth is supposed to symbolise the transformation of Katniss's personality.

From being the girl who would destroy everything to protect herself and Prim, she supposedly becomes a brave woman who would put herself in danger (go to the feast and get seriously injured) to protect others.

At the beginning of the book, she makes it clear that she only cares about her life and getting back to Prim, but when she goes to the feast to save Peeta, she shows that she is prepared to chance this.
