It is impossible to make a Pokemon know more that 4 moves in Pokemon Emerald and any Pokemon game. It is hard coded into the games for a Pokemon to never know more than 4 moves. While a Pokemon can learn more than 4 moves it can only know 4 at a time.

It only learns one move, Petal Dance, at level 44. If you do not evolve your gloom until then, it can learn other moves. But, like most Pokemon you use stones on, they learn very few, if any new moves. My suggestion, if you already evolved Gloom, is to use TMs.
Butterfree is better but if you train oddish it will evolve to gloom then use a sun stone or leaf stone to evolve it to vileplume/bellossom which are a little better than butterfree but butterfree can learn psychic type moves which can defeat vileplume and bellossom so choose butterfree if you want that but if you want an offensive and defensive Pokemon choose vileplume.

Wobbuffet cannot learn any TMs or HMs. The only moves it can know are it's own moves, Wynauts moves, Wynaut's eggmoves, counter, and safeguard from the move tutor in fallarbor for a heartscale.
