Simisear, being evolved with a stone, does not learn any new moves on its own. Just like raichu and similar pokemon, once you evolve pansear with the firestone, it will no longer learn any moves on its own. It is best to wait before you evolve your pansear, so it can learn better moves, and THEN evolve it. If it's already evolved, you need to use TMs and HMs to teach it better moves.
In Pokémon White, Simisear is not capable of learning any additional level-up moves however the Move Relearner is capable of re-teaching it level-up moves such as Lick, the Fire-type move of Flame Burst and the Normal-type moves of Leer and Fury Swipes.

To gain a Simisear on Pokemon Black/White, you need a Pansear first. If you chose Oshawott, you can get a Pansear from somebody in the Dreamyard. To evolve it to a Simisear, however, you need to use a Fire Stone, which can be given to you by a scientist in Castelia City.
